NET exam/LADDER test scam? HELP!

I took my net exam today. I find it very suspicious. First of all, our proctor (one of my teacher before when I took my CNA program) did not know how many hours we have to take it and even asked me if I have any paper work that states the hours of the exam. Before the exam, I asked my teacher if she is proctoring the exam she said, I don't know. I know there is something wrong here. She handed us all 3 sets and did not instruct us what to do. The only thing she told us was "you can use your calculators" and I'm like, what the? Really? I even asked my co-takers if we are going to start right away or we should wait for her . Turns out, that she did not come back again and I started to answer right away just like my co-takers did. We had to take 100+ item test in 1 HOUR! that's crazy! They said, they will grade it depending on the correct answers we have and not depending on finishing all of it. Can someone tell me how they usually do the NET exam? oh, and one more thing the owner wanted us to pay $1000 for the exam because she said, they have to pay someone from the government to proctor the exam but turned out to be one of my teachers when I took the CNA course in their school. When we asked her (owner) about it, she said, "oh, she is from prometric." I really need to know how this works. She said, results will be out in two weeks via email. Ugh! There's something fishy here.
