Negotiating higher step for GS position

Currently have a tentative offer for a GS 610 11 nurse clinical nurse role with a Naval hospital. Im being asked to submit a request with current check stubs. Anyone successfully navigate through this process? What kind of increase did you see? Anyone have success negotiating relocation reimbursement? Any sample letters?
