I did some research and wikipedia says "The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. "

Well, I wouldn't be going to Wikipedia as a source. It can be edited by anyone and isn't necessarily correct information. It can, however, guide you to reliable sources through the citations.
