Need help reading test results!

To make it plain and simple, the college I'm applying to wants a "national percentile rank" of 40 and above for all sections of the exam. In addition to that, they are only looking at my "Individual Percentile Rank" for English and Reading grades to decide whether or not I make the cut into the program. Are those percentile scores different or the same? And what column can I find my "individual Percentile rank.

For which test are your scores?

National Percentile Rank is basically the percentage of students who scored lower than you on the section or test. The higher this number, the better you did. A 99% for example means that only 1% of test takers nationally scored higher than you, which is quite impressive.

Individual Percentile Rank is the number of questions you got right on the section or test out of the total number of questions of the section or test. So if you got 40 out of 50 questions correct, your Individual Percentile Rank would be 80% since 40 divided by 50 is .80 = 80%.
