l am an IEN from West Africa. I'm based in Ontario Canada and was granted an interim licence in August 2011 by the Nursing board of Newfoundland to practice as a graduate nurse. In order to complete the process of registration l'm asked to get a job and put in 400hrs of work, I applied to the four regions but did not get a positive response from them. Please can you advise me on what to do or do you know nursing recruitment agencies there that can assist me in getting a job? l will appreciate your feedback.

Your post has been moved to a thread of its own in the International forum. It was off-topic in the thread where you originally posted it and is more of an immigration-related question than it is applicable to the average day-to-day working life of Canadian nurses.
Unfortunately the reality for many IENs who move to Canada without any promise of employment is that there simply isn't any. Employment, that is. One thing that jumps out from your post is that your interim permit is from Newfoundland but you're seeking work in Ontario. You must be registered as a nurse in Ontario to work there. Your Newfoundland permit is only good in Newfoundland and Labrador, so that is where you should be looking.
Another thing that jumps out is you seem not to understand how health care in Canada works. Most of Canada (the parts where most immigrants want to be) operate under a regional health authority model. The regions are their own recruiters. There are some employment clearing house websites like monster and indeed that post job listings, but they have nothing to do with screening or hiring, their postings are never really up-to-date and for the most part they're in remote areas that really aren't the best jobs for someone new to Canada and the Canadian health care system.
I have some trouble understanding why people would take such a huge chance as to leave their home with only a very vague promise of something better in another country. I wouldn't want to even move from one city to another without the security of having a guaranteed job to go to when I got there, never mind moving to a new country. I do understand the wanting-a-better-life part, but not the leaping-without-looking part. I've seen literally hundreds of posts from newcomers to Canada who believed what they heard about the nursing shortage, which by the time they heard it was very old news and no longer true, and arrived here without any promises or prospects who were now desperate. While this may all sound unsympathetic, it's more of a reality check. The time to be looking for work is before you arrive at your destination. There's a bit of a Catch-22 involved where you can't get a job without a work permit and you can't get a work permit without registration and you can't get registration without a job, but these are the sorts of things that people who want to come to Canada for a better life need to be aware of before they spend thousands of dollars and months or years of their time going about it backwards. The more informed a person is the better able they are to make good decisions.

I understood your post differently from Jan, my understanding is that you are currently living in Ontario and have applied for jobs in Newfoundland. I base this on the fact that Newfoundland uses the term regions and has 4 different regions; whereas Ontario uses the term Local Health Integration Networks and has 14 different networks and since you applied to jobs in the 4 regions, it seems you applied to Newfoundland.
As far as making a big move without a job offer, well sometimes in order to make changes in our lives, we need to make choices and take chances and hope for the best. If you are not living with family or a friend in Ontario, I suggest you consider moving to Newfoundland, find a survival job and continue to apply for nursing jobs, keep finding a way to pursue your dream.
