Need help articulating my PICOT question

I am a practicing RN who is also a senior BSN nursing student. I have to do a "change" paper. The paper is based on a current nursing issue that I think needs to change. The goal is to convince my management to change the current practice of the issue that I feel needs to be changed. The topic has to stem from a PICOT question. My topic is ineffective nurse management/leadership and the resulting low morale and burnout that results. It has to be based on solid evidence and nursing research. There is no shortage of evidence. The problem I am struggling with is how to tactfully suggest leadership training for managers and team building activities. These concepts seem to be subjective to me. What may seem like ineffective leadership to me, may seem the opposite to another nurse.

Any suggestions on how to word the PICOT question and also how to come up with a plan to implement a change? My thoughts are along the lines of better communication from management to their teams, job expectations being clearly defined, spotting apathy in co-workers and team building exercises (all of which really do need to be worked on where I work).

Any help would be greatly appreciated!
