Need certification advice for Filipina Nurse

I have a question about certification. My Fiancee is finishing her 4 year nursing program in the Philippines and we do not know if she has to pass the board in the Philippines in order to work in the US or can she just come to the US with her 4 year degree and take the NCLEX? This is a big decision because we want to finally be together and if she had to take the board it would mean 4-6 more months apart, we just want to be together. Bottom line is does she need to take the Philippine Nursing Board to work in the US?
