I am applying to New york, NCLEX. For that i have to do CVS first, right?
I passed 3 year nursing diploma from India and have the diploma and all mark lists. But I did not register with the Board of Nursing.
For CVS (and NCLEX) is it a requirement that I be registered in my country? or can I just give the address of my nursing school for transcript verification? Will it cause any problem for my immigration?
Please advice. i am in NY now. Should I return to my country to register?

You do not need to return to India to file the papers, that is why NY is the best way to go, especially if you are already in the US. You do not need to be licensed in your country, just ned a completed set of transcripts.
NCLEX is only an exam, it has no requirements to take it other than approval from a state Board of Nursing. That is the first step.

Another thing to add, you are applying for licensure to a state, part of getting the license is having passed the NCLEX exam, but that is only one step of the process.
