Multistate license and English requirement

Hi Everyone,

I plan to move my Illinois RN license(never worked as a RN Nurse) to Alabama. I am confused about the multistate requirement. I am a foreign graduate from India and also a Lawful Permanent Resident(LPR) and I have studied all my subjects in English. I plan to apply for multistate license by endorsement in Alabama. After talking to the an agent from Alabama BON , I was told that if studied all my subjects in english ,I don't need to get a English proficiency test. Looks like I believe I meet all requirements.

My questions:

1. If I move to Texas(by end of 2022) , I plan to convert my AL multistate license to a TX Multistate license. In that case, does TX have a different english requirement?
2. Does states in the NLC have different english proficiency requirement?
