Each BON can set their own requirements and Maryland is one that requires proof of passing of the English exams before they will give permission for you to test.
I have not seen them waive the requirements for any that trained overseas in a country that is not exempt from the requirement for immigration purposes; such as Canada, Australia, UK, etc.
There are still quite a few that are unable to pass the spoken section of the English exams when they are from your country.
I would focus on getting the exam done first, always easier to get it done and out of the way. There is still a retrogression in place so it really does not matter.
Thread moved to the International Forum since it is not specific to working in the Philippines.

thank you so much for your reply ma'am. that's actually my plan to pass the nclex exam first before taking the ielts. i hope they could wave it thru toefl or ielts district division from CES just like for illinois so i wont be having some hassles and focus on the exam first instead by just filling out that our textbooks are written in english format.
You should focus on getting the English exams done first, not the other way around. And if your skills are that good in English, then there should not be any worry about that exam.
And that is what I stated in the above post, which means that you did not understand clearly what I wrote and therefore more important that you take and focus on the English exams first, or you are going to have serious trouble getting thru the NCLEX exam.

nclex application
1.after meeting requirements of the board of nursing (maryland app, tse, toefl ibt, ila opi, or ielts ces report), complete registration with nclex.
2.after registering with nclex you will receive an authorization to test letter (att)
if you did not graduate from a board recognized english speaking program, you must take the test of spoken english (tse) or ila oral proficiency interview
