LPN TO BSN ISU and AZ

Anyone do the ISU program in AZ? My husband is currently stationed here and I want to do this program. Any loop holes to get around the fact that AZ doesn't accept the program? ISU told me they could hook me up with clinicals in the VA and DOD health facilities so that wouldn't be a problem. The issue is when it comes time for licensure, I might not even be here by then but if I am how would I work around this? I know I can sit for my boards anywhere the issue is when you claim residency your primary license has to be at whatever residence you live at the most. How do you work around that one. Honestly I don't understand how Excelsior is approved in this state but ISU is not seeing they have a way better program. I'm just not willing to do the Excelsior program with the odds that I will have to take the CPNE for than 1x at almost $3k a chance. Plus I'm more of a hands on, visual learner so I like that there is a clinical component where I can apply the book work to actual hands on work.
