License Verification from the Philippines

Hi. I would like to ask. Regarding a requirement for endorsement from California. Is it really necessary to send a license verification form to the Philippines? Why is it that there were nurses who did not have to request for a verification form from PRC while there were those that were required by California to send the form? Hope you can help. Thank you!

CA is one of the hardest states to register when trained outside the USA and they like any other state can ask whatever they want and they are not always consistent with requirements
