Since I'll be entering an ABSN program, I'd like to know the job outlook outside of LA area. am fluent in Chinese, Taiwanese and semi-fluent in Japanese.
I know that San Gabriel, Arcadia, and El Monte are populated with Chinese-speaking. How are the job outlooks there, such as in San Gabriel Valley Hospital? Kaiser Baldwin Park? Torrance?
The other immediate areas outside of LA such as Pasadena, Burbank, etc.
What is the job outlook in community hospitals in SoCal?

Those areas are still within the Los Angeles metro area and are just as impacted as Los Angeles proper. However, given that you stated you are fluent in Chinese, Taiwanese, and proficient in Japanese, you have an edge over other other applicants in many of the communities you just named such as San Gabriel and Arcadia, but also Alhambra, Rosemead, Monterey Park, San Marino, Temple City... pretty much most of the San Gabriel Valley. You'll have a very good chance than others with the same experience at the community hospitals in these areas, however, all the people I know that are bilingual that got into these hospitals still needed one year of experience and did not get in as new grads.
