Is a W on a transcript bad?

In the fall of 2015, I withdrew in the first week of A&P because I had taken on too much.

This semester, I'm considering withdrawing from Government because the teacher is really bad and I'm not learning a thing from the class. I have an A right now. I'm just not sure what the impact of two W's will have on my transcripts. I'd like to enroll with a different teacher for a flex course.

I plan on talking to an adviser tomorrow, but was curious if anyone knows?
