Hi!
I had my nursing degree in the Philippines. I have been living in California USA since 2016, been a Ca LVN since 2019. I passed my NCLEX RN at New York and currently pending RN endorsement from NY to California. I have deficiency including international verification form. Is this the diploma? I recently emailed the board asking if this can be waived. Any thoughts?
"Items to be completed and return to the Board from the Department of Foreign Affairs:
* International Verification form – May not to be completed by your school The Board will not accept the verification of diploma or license from the applicant, family member, nursing school and/or any other third-party representative."
This is part is the email I sent:
"Details of the Deficiency:
1. A copy of your foreign nursing license with English translation.
-I do not possess a foreign nursing license.
2. International Diploma Verification form.
-I sincerely ask to waive this. Other applicants were not required and was able to pursue application? I do not have any relatives or friends who can go back to my school then and go to DFA or other agency. I hope you understand the struggle of finding someone to help out of the country.
This deficiency is not a reflection of my qualifications. I have been a CA LVN since 2019 and still possess an active unencumbered license. I already passed my NCLEX RN exam and currently applied RN endorsement/ transfer of license from NY to CA. I am asking for your kind consideration."
I feel like I have to go back to Philippines just to get this requirement. Booking a flight back and forth is not easy esp with small kids and continuous bills... Please comment your thoughts, experiences, and recommendations. Please be sensitive thank you so much!

Thanks, that helped a lot. now one more question. The International Diploma Verification form that the CA BON wants us to fill out. Did your relative included that form when he went to the DFA office for the appointment? I know you're not going to know if the DFA included it in the sealed envelope, but I just want to know what step in the process that form was included. thanks for your guidance..
If you are applying in CA for NCLEX exam, from my experience and what the CA BON have told me.. You can't apply for NCLEX exam without a license from the Philippines. But, I have read here that they were able to take the exam here but their post was 5 years old so, maybe CA got stricter. That is why I took my exam in NY and I am applying for endorsement in CA.

Wow really. They make you do all the paperwork (apostile; etc) to find out you can't take it.
My wife passed her NY NCLEX last Dec 2024 and we applied to CA BON last April. We submitted a letter of explanation why we can not produce her Philippine license . They told us to submit a verification of diploma from school certified,authenticated and verified by the school. Since my wife school is a state university, we don't need a CHED Certification. From the school documents we submitted straight to DFA for apostill and was later released by DFA and mailed same day(June 9,2025)to BON. Checked BON today and boom, her license for CA RN got released yesterday (June 19) . Finally , she can practice her RN in California

Hi. Good for you guys. I pray for the same luck as your wife. Can you share why your wife didn't get her Philippines liscence and how did you explain it to BON? Thanks in advance.
athens said:She did. She actually passed her PRC License back but she never got to take it . After examination, she immediately left for the US to join me. She never got the chance to take it or even take oath to have it. That was our explanation
OK. Got it. My situation is different. I chose not to take it because I was not plannning on staying and get a job in the Philippines since I was going to come back right away after nursing graduation.
