I'm sorry to read about your sister's inability to obtain a U.S. tourist visa. I agree with you that your mother would have had a better stay here in the U.S. had she been accompanied by your sister.

My own mother could relate to your mother. She had a green card up until the mid-1990's when she stopped coming to the U.S. and she let her green card expire while she remained in the Philippines. My mother, like your mother was bored to death when me and my wife were at work while my mother was left alone at home. She visited me about 5-6 times until she could no longer endure the long flights to and from the U.S.

Don't blame the U.S. Embassy for denying a visa to your sister though. They are relying on the history of many Filipinos who obtained U.S. tourist visas in the past and overstayed in the U.S.

Since your sister, though not her own fault, doesn't earn enough money and doesn't have enough money in the bank makes her unqualified to obtain a U.S. tourist visa in the eyes of U.S. Embassy officials. Having three brothers living in the U.S. doesn't help her either in this particular case. I know this was frustrating to all of you, but unfortunately in the past many Filipinos abused their U.S. tourist visas by overstaying and working illegally in the U.S.

I hope your mother is doing fine in the Philippines. I visit my mother every 1-2 years. I was just in the Philippines last October 2008. I did not tell my mother that I was going to the Philippines and she was totally surprised by my last visit! Make every effort to visit your mother while she is still alive.
