Ineffective infant feeding pattern-for oral feeding only?

I am confused with the defining characteristics of this diagnosis because it seems to me that it can not include problems in enteral feeding. I currently handle a case wherein a 20 day old neonate at NICU weighing 1700g at birth, has visible subcostal retractions, with orogastric tube and is considered for Hyaline Membrane Disease or Pneumonia. I found out that it is common for babies to vomit or regurgitate after feeding. However, is it also normal when the feeding does not move down and instead refluxes back to its container? I checked the placement and it was intact. I thought that this problem could fall under the defining characteristic of ineffective feeding which is inconsistent feeding or couldn't it? I am really confused. Thanks! :)
