As what I have known, if you are a internationally trained nurse applying for NCLEX, you don't need an SSN. You just simply provide your passport number and a copy of it as well as a copy of nursing license from the country of licensure.
Though it varies on all states, make sure that the form that you are filling out is for INTERNATIONALLY TRAINED NURSES. Since the forms are different from those of the nurses that are educated here in the US.
If you are an internationally trained nurse and is already here in the US through a fiancee visa or a spousal visa, then you may visit the nearest SSA office to get an SSN. Just bring your passport with the visa attached to it and marriage certificate.
