Looking at the CIC website there is no clear benchmark however you need to prove that you have listen, speak, write and read in English or French, however if you plan on working as a nurse then you may find it not enough
what is minimum requirement for work as a nurse?

i think, at least a 7.0 score on each sub test.
and that will be the safest, either for registration as a nurse, and for the purpose of immigration.
Each province will state what their requirements are but expect each to be very similar. this is what is stated on the BC college of nurses webfise
International English Language Testing System (IELTS - Academic Version)
http://www.ielts.org/
Tests English skills in reading, writing, listening and speaking
- Minimum overall test score = 6.5
‐ Minimum speaking test score = 7
‐ No score can be lower than 6
