If you already have an H1B visa do you need a visa screen?

Hi I have an H1B visa for a managerial position with a requirement of a bachelors degree so it was approved by USCIS, do i still need to have a visa screen?

I entered the US with this visa but now im trying to endorse my license as RN to a state but the visa screen is taking too long.. Do i still need to have it since the visa screen is for you to have an occupational visa?

Yes. If you are on any employment-based visa (ie anything other than a family-based visa), you need to have current VSC. You may never be asked for it (I never have been), but you must have it if asked.
