I am doing a big speech and it's on how to start an intravenous catheter. I need to figure out the topics of it, I have to analyze my audience (general public), and my BIG issue is writing the specific goal that clearly states the exact response I want from my audience. Help please???

Here's one of the difficulties I imagine with this:
The general public doesn't start IV's. They're much more likely to be on the receiving end of an IV.
I'd change it up to a speech where you're teaching them about the rationale behind IV therapy and how to take care of their own IV sites... or if you could change your target audience, make it beginning nursing students.
