How do you negotiate pay?

I am waiting to hear back from a facility who starts their new grads at 18.25 and gives 2 week preceptorships. I'm going to apply at another place tomorrow but dont know how much they pay. So, if I should get an interview with them, what is the proper way to negotiate the pay to get them to match it and the preceptorship?
