How long does it take to get your Blue Card from TBON?

Is anyone else having difficulties contacting them? I'm applying for Houston Community College's ADN program and I'm kind of anxious I won't get my bluecard in time before Nov 13. Just wondering how long yours took or if you're still waiting on it?
