How does the CSU nursing point system/impacting score work?

How can I calculate this? What score gives you a high chance of acceptance? My top choice is CSUEB and if not then sac, and San Jose would be my second choices. I won't be applying until next fall(2013), my gpa will calculate to be over all 3.7 and pre req 3.4 if I calculated correctly for the 9 per reqs. I do speak fluent Chinese, so that's 5 extra points right? I haven't taken the teas yet though. Thanks for any help!

I went to an information session at CSUEB and they do give you the extra points if you know how to speak fluently and had instances where they do grant it to you even if you do not know how to read in that language, as long as you can speak it fluently.
