I am a current travel nurse in GA. I have a home in GA that I pay taxes on. I used this address as a permanent address for a previous travel assignment. I plan on using a family member's address in North Carolina in order to get the housing stipend so that I can still work in GA. I still will have my house in GA and will be paying my mortgage and taxes here. So basically I'm asking can I change my permanent address to the NC address to get the housing stipend without getting flagged by the IRS? Has anyone ever done this? By changing my permanent address with a nursing agency effect the loan on my home being that it is known as my primary housing??

I don't understand why you need to change your address to get the housing stipend. The only real reason to do that is for tax fraud. The agency will still pay the stipends, they are just fully taxed if you are commuting from home.
None of the agencies I talk to offer a taxed housing stipend for local contracts!
What do they do with the stipend? Recruiter gets a huge bonus? Are these travel or local agencies?
Travel! when i was working more than 50miles from my house i got the full bonus. now that im looking closer to home there is no bonus they just up the base pay a little.
50 miles or not, if you are commuting from home, stipends are taxable. Agencies may legally use 50 miles as a criteria for determining eligibility, but then the onus is on the traveler to declare any stipend as income.
