in house job transfers

hi.. just wondering if anyone knows what is discussed between managers to transfer in house? my boss told me a few months ago that the employee has no say in the transfer process.. does anyone know why that is?

Usually they discuss things like attendance, attiude, teamwork, dependability to complete assignments, and any other issues (good or bad) that we want the other manager to know. Some places award the job based on seniority (the manager doesn't get to choose), and some places allow the manager to select the best candidate from all of the bidders. My hospital is union and it's all about seniority, so even if I think someone is a good fit for the job and the team, I have to take whoever has the most time in, even if they are not as desireable as other candidates.

When I worked in human resources, it was up to the manager. We did not award positions based on seniority (no union). Managers did discuss items like team work, attendance, and competence. If two candidates were equally qualified for a position, the deciding factor was the yearly performance evaluation score. The higher score got the job.

Managers share information "under the table" - if you think that they don't then you are comfortably ignorant. (Sometimes even between differing institutions.) Here, managers can delay an in-house transfer for around 8 weeks, and many times they do, especially if they are angry with the trasferee.
