If a MRDD goes to an adult day program that is a vocational program and they get a paycheck from it can you consider them homebound?

No they are not homebound. They are employed outside their domicile on a recurrent basis.

Agreed. Not homebound, even in the loosest of definitions.
Also my answer but my boss keeps telling me they are... She equates it to going to an adult day care...

How do they get there? Is it a taxing effort for them to do so? If not... not homebound.
Anytime they receive a check, it is a work program and not an adult daycare. If she wants the patient admitted, she can do it an sign her name and be on the hook for fraud.

It's so sad, but I have seen this, too. There is a lot of pressure from above to "go ahead and admit", even when we know the patient isn't homebound. There have been times each of us have had to step up and say we simply will not put our license on the line to do that, and management has to make it's choice at that point. They always chose to try and get someone else to go. Good luck to you.
