If you have studied in USA,no need of credentials. You submit your application to CA board ,they will guide you what to do.They need your documents directly from school. After all procedures they will send you the permission letter for NCLEX.After receiving that you can register with pearson vue and within days you will get ATT.Then write exam ,and pass.
Then you have to do CGFNS,that is accepted everywhere i mean in all states. This you can do by visiting www.cgfns.com,you will get an idea about what they do.Before that contact the board first ,some will accept direct papers from your school and license center.Go to CA board of nursing website, they will have contact email address.

I really wouldn't recommend CA for initial licensure unless you have a visa allowing you to work in the US. Much has already been written about CA here on this forum and if you check out the CA state BRN there is all the information you need regarding applying to be a RN. Remember you are not applying for NCLEX as that is just a part of the process. Also be aware you will need to get your transcripts sent from the Philippines and CA may ask you for a local license (hit or miss on whether they do or not)
Agree with Silverdragon above re: making sure you have a SSN prior to applying for licensure in California. That determines whether you even get a license or not. You will be wasting your time if you don't qualify for a SSN yet. But just to clarify and add, California does not require CGFNS or CES or any credentials service for your foreign nursing degree. What they require is an official transcript of records sent from the foreign nursing school to the BON and for the foreign nursing school to fill out and send directly to the BON the Nursing Program Verification Form obtained from their website.
