help need clarification CA BRN deficiencies

Published

Hi guys! I am wondering if anybody had any experience getting BRN deficiencies specifically MS-OB but a lot of students from my class got approved? We are graduates from the Philippines year 2010, we have local licenses and passed and the same time but my transcripts are deemed deficient? I tried sharing this to the analyst but to no avail. Is there anything I can do? Getting really depressed on this.

Many, many people from the Philippines have the same issue you do. The BRN looks very closely at "concurrency" now, partly due to fraudulent transcripts from overseas. What you need to know about "concurrency" is that you must do both didactic and clinical experiences of the same subject in the same semester/quarter. So, if you're doing Med/Surg in class, you must do a Med/Surg clinical. If you do OB in class, you must do OB in that same semester. This has been on the books for at least 30 years now and has been a much more active issue for the past 7 years or so now. The enforcement "writing on the wall" for this issue came back in 2003 when an online college (Excelsior) was found to not meet educational standards that would allow it's students to be licensed in California. Once that happened, all non-California programs should have taken notice and adapted, and this includes schools in the Philippines. It's pretty clear that they haven't adapted and haven't told their students that they may not be able to be licensed in California.

Search long and wide for a program that will cover the course content and do it "concurrently" so that you'll meet requirements. Worst case is that you challenge the LVN boards, find work as an LVN, and go to an ADN program to complete your CA required education, pass the NCLEX, and go search for a job as an RN/BSN.

Oh, and there's LOTS of info in another forum here on this site about this very issue. I just touched the surface of this depth of knowledge...

thank you @akulahawkRN. I have read a lot in these forums. I am curious though if anyone has ever explained to the analyst his/her situation and has changed his/her deficiency? like sending additional documents? I have called a lot of schools to try finishing the classes and getting wait-listed as high as (281th) on that list. Plus very expensive tuition fees. For now, I really don't want to work as an LVN because I have passed the NCLEX at Nevada. Guess the only option left is to work out of state even though it means living away from my family here at Cali.

The reason most of your batchmates got approved for the ATT in CA was probably because they applied into CA prior to the strict enforcement of the concurrency rules that went into effect as of Nov. 2011.

There are many cases reported by others who failed the NCLEX in CA then tried to re-apply again for the re-take only to have been denied (after the same Nov. 2011 enforcement). That being said, had any of your batchmates failed the NCLEX and tried to re-apply after the Nov. 2011 period, even after they received the approval the first time, would have also been denied the ATT.

Many have tried the appeals process (this can only be done after you have received the declination letter from the CA BRN) AND you must apply before the first year expires from that letter notice. The results so far has been the CA BRN has stayed with their initial decision of the same rejection.

The blame for this fiasco lies solely on the shoulders of the CHED, PRC and PNA, who have been aware of this problem for many years and simply chose to ignore the CA BRN regulations. The CA BRN is just enacting on the rules most so due to the fraudulent applications coming in from the PH.

You can look at the CA BRN site and it's publicly posted of the seven individuals caught and currently serving time in a CA jail. It was discovered that there's a criminal ring behind these fraudulent documentation.

You can blame those greedy and selfish PH individuals that helped the CA BRN to proceed with applicants from the PH with a microscope. All of them were nurses working in CA hospitals, one was mentioned to have to recruit others in a CA hospital to get these documents to help out others.

The PNAA (the USA chapter for PH nurses) has also been in total agreement with the CA BRN taking action in regards to the concurrency issues.

There's been some strong arguments from other PH applicants and one who had a very good argument and was supposedly going to present his case to the CA BRN appeals but it's been months ago and he's never reported back of his meeting with the CA BRN board. So either he won his case and just forgot to let us know or the CA BRN didn't buy his evidence and made the same decision of declining the application.

You have the option as mentioned above to try the LVN-RN route, but just know it's not as easy as that, as it's mostly the same if not the same issue of the competition to get in a slot and can be $$ with its long waiting list.

Working out of CA is good as an RN but many years of paid hospital experience will not be counted towards any deficiencies as it's all based on your original school's transcripts.

Thanks @steppybay. If you haven't heard of anyone claiming it then its most likely true. Maybe the analyst decision is final even with an appeal. Guess I just have to face the facts that I won't get the same treatment as others who was luckily given ATT.
