NCSBN Program codes list Country (2 spaces) + State (2 spaces) + School code + ending Zero(ending of all US schools);
So if you leave off US28 ( country + 28=VA ) will have a 5 digit code for IL schools. Just list entire 10 digit code next to section since out of state school.

This was EXACTLY what I was looking for! Thank you so much for clearing this up for me.
I was hoping the IDFPR would've been more helpful but sadly they just sent me the information for examination (despite the fact I specifically told them that it was for endorsement.

Let me just say that I'm a new grad nurse that is attempting to turn their VA license into an IL license through endorsement. I have completed all my paperwork except for one EXTREMELY FRUSTRATING part of the ED NUR form, the NCSBN program code.
I've already gone to my dean of nursing and completed all the paperwork together, but we got stumped at that one teeny tiny part. When we look at the program code for our school (Rappahannock Community College), we have a 10-digit program code, but on the document itself, we're only given space for a 5-digit code.
I called the IDFPR and the VABON. IDFPR told me that they could have someone email or call me about the code in 5-10 business days. The VABON told me that the only code they saw for my school was the one the dean of nursing gave me.
I'm getting beyond frustrated at the situation because I can't find the 5-digit code anywhere, and I don't want to delay this any longer than I have to. If anyone has gone through this process, pleeaaase tell me if you were able to use your program code if it was longer than the 5-digit space provided on the ED NUR form? And if not, where did you find your code?
