Getting an RN hospital job with previous disciplinary actions

Hi Beth , 

I was on probation in the state of ca as a travel ER nurse on assignment who reported me to the BRN for diverting morphine . The BRN initially wanted me to go through their diversion program in which I refused and the other option was to be investigated. I chose to be investigated and after 3 years the ca BRN came up with improperly documenting in a pt chart . 
I paid the BRN $21650 and got off last June 2023 and I find still a struggle to be considered as a qualified candidate after they see my previous disciplinary actions . 
what do I do? This happened in 2014 but was released in 2023 . I am still treated as a " risk" and not hired even though my license is fully restored 😩
any advise would be appreciated. I have been working as a RN clinical manager in home health the last 3 years but no hospital will hire me because of my unfortunate accusation in 2014.
