No problem with taking someone's BP with an IV running, so you can use either arm. If there's blood in the line, Normal Saline flush or you can up the IV fluid a tad to clear the line, If you mean completely clotted off when you say "blood clots' in the catheter (is this the IV tubing? ) anyway, if you can't flush it, you must DC the IV, if there's air, (which they really over-react to in nsg school BTW, it takes a LOT of air to be detrimental to a pt ... I would disconnect the IV tubing closest to the IV site,( usually there's as add-on extention set a few inches long that connects to the rest of the tubing.). disconnect, open the fluid to purge the air, or you can aspirate back thru the stopcock with an empty syringe until the air is removed, then reconnect
