Need assist: driving law and hypoglycemic reactions. Help, Diabetes Educators!

Hi. I am the RN consultant with the WI Dept. of Transportation. We're seeing a big increase in diabetics having accidents due to hypoglycemic events. I am trying to head off any disease specific law changes but need some guidelines as to how we can tease out the "non-compliant" or uncontrolled diabetic from the rest of the over 200,000 diabetics in my state. I am afraid if I cannot come up with a plan we'll get legislation which probably won't help.
