How to do a proposal for a nursing educator line to my nurse manager

I am graduating soon with a MS degree in nursing education. I proposed to my nurse manager a line for an evening nurse educator position. She loves the idea but has to have it written up for her manager to approve in the budget. I would put in a description of my job and objectives but how do I write it up and what suggestions would you offer me. There is already a day educator in our unit from 0600 to 1400. I suggested doing all the audits to free up the floor clinicians, become certified as an instructor for PALS, ACLS etc so I can teach the staff, take charge when necessary, go to meetings that occur after 1400 etc. What else can I propose to make it sound appealing and how do I write this up???
