Anyone know of a link for HIPAA that the public can understand?

I was just talking to my Mom about HIPAA. She has heard some about it from me and my sister (who is an admissions clerk for a large doctors' clinic). I would like to find a link that can be understood by the general public (and healthcare workers). Everything I have managed to locate is full of technical stuff. I just would like a breakdown in plain terms. Anyone who can help me? Thanks!
