Foreign Nurse Applicant

I am an internationally trained nurse from the Philippines and I applied for the NCLEX-RN in the State of California. However, I received feedback from the CA Board that I have a deficiency in Psychiatric Nursing because I was not able to complete direct patient care hours due to the restrictions of the COVID-19 pandemic. We were not allowed to have our clinical rotations. I have the option to retake the course in California. However, most nursing schools do not accept applicants for BRN deficiencies only. I found one nursing school that  offers it, but the earliest admission (which is also not guaranteed) is by Fall 2024 or Spring 2025. 

1. Does New York accept foreign nursing graduates who did complete their clinical rotations because of the pandemic?

2. Has anybody with the same case as mine applied in any state that accepted their application?

I think you may have the problem with just about all states. You will just need to apply, as it's usually a case by case basis

If I had already applied in CA BRN thru Licensure by Examination, but pass the NCLEX-RN thru my application in NYSED, would I be able to convert the previous application in California to Licensure by Endorsement?

They would have to review your documents and approve, or deny. States vary in their requirements. Licensure in one state does not automatically convey licensure in another
