Does anyone know why there are so many powerful administrators not from Texas in hospital management teams throughout Texas?

Having been in exec/officer level healthcare business for many yrs, I have a couple of possibles on this:
1. High level hospital admin is very political. Those from out of state or out of the country dont have any negative following or reputation in the local community. So its a fresh start situation for the board of directors or corporate ownership especially those plagued in recent years with bad publicity.
2. Economics. An individual, for example, moving from The deep south to California will probably accept a lesser compensation package.
3. Sometimes, an individual from out of the country or state will have experience in the development of a program or system that the hiring hospital wants to implement.
4. With respect to foreign management: The hospital will usually handle all costs related to immigrating and relocating. This can be offset by a low market or under-market salary to the new hire. They can also request that the newly hired manager agree to a certain period of service in exchange for the relo and green card support.
There can be any number of scenarios like this.
