Fingerprinting for nclex

Hi guys...i'm a filipino nurse working here in UAE and i want to take texas nclex..one of the requirements is fingerprint card for background check..is it possible to do the fingerprinting here in UAE?..and is it ok if i use my address in the philippines??..

i will appreciate if you can share any idea...
