finding contacts in public health

I currently work as public health nurse in the UK, due to husbands work commitments we are going to be relocating to the greater area of toronto. I am all set to sit College of nurses of Ontario exam shortly. Last week we spent time over in Toronto, getting to know the area etc. I thought that this would be a great opportunity to make some contacts and speak to people in regards to jobs and how the Canadian Public Health system works, or so i thought so...

I presented myself at many human resource departments only to find out that they were very reluctant to offer me help. I have an extensive nursng career history, with two degrees. I found it very disheartening, especially as in my curent postion i have welcomed many nurses and talked through my job responsibilites, role, case load, allowed them to shadow me etc, I was wondering if anyone had any thoughts or ideas on this?
