Federal Student Loan...can it run out before you finish

Hey guys, well im currently attending a local community college. I am not eligiable for grants, so I have to take out a fedral student loan. I understand that you are allowed $3500 per semester...I wanted to know is the maxium amount you can take...and what if you decide to go to a 4 year college later can it tranfer..does the loan amount allowed increase ?
