The CA BRN is very slow...4 weeks is nothing, especially for an applicant with a criminal history. Also, remember that it is May, so all BONs are flooded with new grad applications.
That being said, I'd bug them just to see if they have everything they need from you. Not daily or weekly, but maybe every few weeks.

Is anyone having a problem getting their license endorsed from another state to CA? I submitted my application 4 weeks ago, and included a request for a temporary license, and nothing has happened. I thought perhaps it was because of a past conviction (sent all required documents, man CA is a BEAST when it comes to paperwork even without one!). I called the board (miraculously got through) and it hasn't even begun to be processed; they haven't even cashed my check! I'm wondering if this is just because it's graduation season? Should I just hold off a little longer, keep bugging them, or start to worry my paperwork is all lost somewhere?
My NY endorsement took 8 weeks, but that wasn't for a temporary...
