Emergency HELP needed with a pediatric care plan!!!

I had a newborn 23 days old with newborn withdrawl syndrome. There is no contact with the mother or any other family members. I am thinking of disorganized infant behavior as the diagnosis r/t withdrawl symptoms etc. I am having a hard time with short and long term goals for this client. Any ideas?? I would appreciate any feedback!

What are you thinking the goals of a newborn should be?

Do you have any evidence, subjective or objective, that would support your Dx?
