If you would do more reading in the forums, you will be seeing a few posts and threads already saying that they are being asked for the local license already and if your friend who applied for licensure to CA BRN was given such request as well even after giving a letter of explanation then that should be it. That's their verdict already.
Also, there is no such thing as CA NCLEX-RN test. Saying so implies that CA has their own NCLEX exam, w/c they do not. You are applying for licensure to the State of CA through the CA BRN and after complying with their requirements will make you eligible to take the NCLEX-RN exam, w/c is the same for all. The NCLEX-RN exam is only part of being licensed in one state. CA BRN also has a US SSN requirement and so even if you passed the NCLEX-RN exam, that still will not make you licensed for the State of CA.
Some States such as NJ, NY, AZ even ask for proof of being able to legally work in the US before they give the license as well. Passing the NCLEX exam is just one of the requirements of being given a license.

Hi Jiffy!
I have applied for CA board licensure exam and yes you need to send them a copy of your local license. If from the Philippines, you must send them a copy of your PRC license..:wink2:
Good luck!
