You need to start with your representative in your state house or senate.
If you don't know who that is, your state government web site probably has that information. Your state web site will be your state 2 letter abbreviation followed by ".gov" For example, PA.GOV | The Official Website for the State of Pennsylvania (Pennsylvania), Welcome to the California State Web Portal (California), Commonwealth of Kentucky (Kentucky), Iowa.gov (iowa), etc.
You will need to know what district you are in. That information should be on your voter registration card.
City government enacts city level laws and ordinances. They have no authority to enact a state wide policy or law.

While this is true that your city cannot enact a state wide policy, sometimes your city alderman will listen to your proposal and offer some sugggestions. I met with my city councillor in regards to a provincial matter and received some valuable advice that helped result in a successful outcome.

If I want to present a policy , which elected official do I go to in my city ?
