California does not accept Excelsior grads who enrolled in the program after December 6, 2003. For more information, do a board search on California and Excelsior. There's tons of threads on this topic.

The nursing shortage has nothing to do with California's uproar over EC. I don't live there so I can only go by what I've read, but it's definitely an issue being pushed by a major hospital chain and a CA nursing union. Mind you, this hospital chain has EC grads working for them and the union represents them yet they are trying to eliminate them at the same time.
As a former LPN and future RN traveler, I called every state board that I possibly might work in prior to enrolling in EC. Generally as an LPN/LVN you are safe to endorse into most states as an RN after graduating from EC.
Students who are paramedics, EMT's, OR techs and other categories sometimes find difficulty in certain states such as your own in Florida who specifically require previous LPN training and licensure prior to attempting RN licensure as an EC grad.
As long as you are an LPN, seeking licensure as an EC grad RN has only been a problem in IL (and now CA for those not enrolled after the deadline) and even IL has a clause for those who have practiced as RN's in another state prior to attempting IL licensure.
There may be other states but I have called a lot of them and most of the ones who have an issue with it at all generally only have a problem with non-LPN/LVN's who go the EC route to get their RN.
This may be something you want to think about if you plan to travel because at the time I was an EC student, I called the CA board and they had a very casual attitude and told me that they license EC grads "all the time" - this was in 2001. Things sure changed in a very short period of time.
