Does Washington state require CGFNS exam?

Can't find info on that (did a search). I called the WA DOH today, but got the message the responsible person won't be available till the next week.

endorcement appears a bit different for foriegn trained

Does it mean that if I'm already registered in my own country I can go the endorsment route and skip the CGFNS?

And what does "must pass in 4 tries within 2 year period"? If I don't pass it within 2 years then what? I'm banned from WA state forever? :uhoh3:

No what it means if passed nCLEX with another state you can endorse or arrange your results through licensure ie your results passed from one state BON to another. You still have requirements to fulfil.

2nd part of your question relates you must pass by the fourth try within 2 years or else do some sort of refresher course.
