dilemma on fees and charges US base agency wanted me to pay. please help

hi! good day! Im a foreign nurse seeking for a nursing job in the US. In my search, I have found myself joining a job fair which hosted their principal sponsor, a US based recruitment agency. I have presented myself to them and gave them photocopies of my resume and credentials. Unfortunately, i haven't heard from them for a while so i decided to sign up with another agency. what happened next is that they contacted me out of nowhere and told me that they are going to market me. I told them I already signed a contact with another agency but still they insisted that they should market me since the other agency has not yet found an employment for me. I haven't signed any binding contract with the US based agency but they told me that they will try to market me in the US despite of not having a contract with them. anyway after a few months they called back and told me that they have found a job offer for me. it was a nursing home, i specifically said beforehand that i wanted a hospital petitioner. my dilemma is that when i turned their offer down. they now want me to pay $500 for the costs of marketing me.

are they allowed to do that? are they allowed to demand for a payment even if they are the once who took the risk to market me?? i did not sign any contract with them but they still insisted of a payment.. please help me... im going crazy thinking about this problem.. any ideas will surely be appreciated. thank you so much!

They had no legal right to submit your application to anyone since you were not legally a client of theirs. And you have no responsiblity at all to pay them anything.

What I can suggest that you do is contact the US Embassy in your country and make them aware of this. It will in no way affect you but get them to stop this practice immediately.
