I am the chair of the ICU procure committee at my hospital. We have a new houswide procedure chair who is asking me to change any procedure that lists a medicaiton into a protocol. I am trying to find some clarity on this issue, but am unable to truly understand the difference between a procedure and a protocol. If someone could help me, I would be very grateful!

A procedure is the clinical skill that is evidence based practice on how it is something is to be done. A protocol is the rules under which the procedure should be done.
So in other words, procedures should be done by protocol. Everything evidence based practice.
