Are they unable to digest Fructose? Or is it a genetic syndrome?

Are you referring to galactosemia? This is detected by the routine metabolic screening done in most states prior to the newborn being discharged home, and is treated by dietary restrictions, including special formula.
If not, try looking up "metabolic disorders of the newborn" on Google.
