Please don't mistake this for being mean. I strongly recommend you withdraw from the October exam and instead take an English-as-a-second-language course to improve your English skills before you try again.

From what you mentioned, it sounds like you are very anxious and letting the pressure get the best of you. This will lead to doing more harm than help. I agree with Janfrn that you take the valuable time to spend reevaluating if you are ready to re-write. Do not rush the process since it is your very last attempt. If you can, take prep courses to prepare and perhaps hire a tutor that can set up a tailored study plan for you.
I also agree that if you do not feel confident in English, that you should focus time learning and understanding the language since the CRNE can be lengthy in words and uses medical terminology. It will be easier to answer the questions correctly and in a timely fashion if you can understand the information in front of you.
It might not even be a lack of knowledge that you have previously failed but knowing how to tackle this type of exam.
Find the best strategies that fits you. There are many threads on this site that provides good tips on studying. Best of luck to you!
When studying, refer back to the Performance profile that shows which areas may require more work on. Majority of the exam is Changes in health but see if it is a different area such as Professional practice that is causing you to score below a pass. Focus more on your weak areas versus areas that you are strong on.
Take a look at these threads for some advice given by those who were successful. See if you are using helpful resources. I mostly studied from Mosby and the CNA mock exams, as well as my class notes from Med-Surg text book. But everyone studies differently. Keep doing many practice questions when you are studying to become more familiar with what is correct AND which answers are wrong (and why are they not the options to choose on the exam).
